Field Surveillance Specialist

Duration: 2 year W2 contract

Primary Purpose of the Position:

The position is primarily a field-based position. The incumbent’s responsibilities include supporting and implementing quality assurance related programs, reviewing and commenting on design and installation specifications for civil, mechanical, and/or electrical systems, components, and/or materials; field surveillance inspections to ensure client and vendor compliance with project and contract requirements, especially the technical specifications. The incumbent may at times be called upon to assist Quality Program Leader/Manager in performing self-assessments and field construction oversight surveillance inspections. 

Primary Duties and Accountabilities:

  1. Field surveillance inspections of DP&C construction projects - 90%
  2. Self-assessments on DP&C projects - 10%

Required Experience:

  • Minimum of 10 years of quality assurance & quality control experience primarily on moderate to large construction projects related to Energy/Power.
  • Education: Minimum of a High School diploma or equivalent.
  • Must have hands on Field-Construction experience in any discipline related to civil & electrical construction, installations, including start-up and close of construction project punch list. 
  • Must be able to work outdoors in inclement weather conditions. 
  • Working Experience in utility (Preferably in Transmission & Distribution Engineering & Construction Projects). 
  • Be able to clearly convey, with sound reasoning and candor, positive and negative findings, to the field personnel, their management; and at times, corporate managers. 
  • Must have good written and oral communications skills.
  • Must be PC literate. 
  • Exercise sound judgment; able to work with minimum direction, teamwork, and cooperation.

  • Must have a valid driver’s license and vehicle.

Required Competencies:

  • Oversight Surveillance Inspections in inside and outside plant construction to ensure that the Civil & Electrical activities construction are in conformances to DP&C specifications, standards & policies and that the Contractors are performing their services in compliance to their contractual requirements and meeting the client's expectations.
  • Perform Welding inspection and review and & approve of Contractor’s Welding procedures & Welder Qualification Records and any other procedures including Quality Plans.
  • Review Civil (Concrete) batch results prior to installation of any equipment or structure on the foundation or Base.
  • Review Contractor’s Quality Control records and checklists that include Material receipt and its receiving inspection records. 
  • Ensure that the Project is performing Material Preventive Maintenance (PM) and maintaining its records for those Materials that require PMs prior to its installations and or during its storage.
  • Witness Commissioning & Start-up work to ensure compliance with the specified requirements.
  • Issue Non-Conformance Report when applicable.
  • Perform field Self-Assessments to evaluate the implementation, adequacy and effectiveness of DP&C Project Management Procedures (PMPs) by project team & the Contractors covering HSE, Material Management and Construction Oversight. 

Desired Qualifications:

  • Familiarity and experience with the client's field work environment and work sites is a definite plus. 
  • Formal Lead Auditor Training, ANAB or IRCA or Equivalent Lead Auditor Certification, Formal ISO 9001 Training.
  • Working knowledge of industry codes, standards and regulations (ISO 9001, ASME IX, AWS D1.1, ASNT, ASTM). 
  • AWS and NDE certifications.
